Legal Drafting of Bylaws of the Law on Correction and Rehabilitation Centers
Introduction:
The legislative status of correction and rehabilitation centres in Palestine is of paramount significance. Respective legislation regulates and sets proper operational conditions to help these centres implement assigned tasks. As functions of correction and rehabilitation centres are closely related to human rights and freedoms
Overall objective:
This Project basically aims to develop bylaws needed to put the legal framework of Palestinian correction and rehabilitation centres in force, thereby contributing to creating a safe, stable and enabling environment within these centres. These bylaws will provide due care to inmates through reform and rehabilitation programmes that safeguard their rights and help them reintegrate into the society once they are released. Accordingly, they will be good, productive citizens.
Specific objectives:
In particular, this Project is set to accomplish the following objectives:
- Review the Law on Correction and Rehabilitation Centres with a view to identify secondary legislation needed to put it into effect;
- Review UNODC draft regulations in line with legislative drafting rules applicable in the Palestinian legal system.
- Draft and develop other models (if any) for enforcement of the Law on Correction and Rehabilitation Centres.
