The Institute of Law Concludes a Training Course on Principles and Standards of Legislative Drafting and Analysis
Organised in cooperation with the Secretariat of the Palestinian Legislative Council (PLC), the training event targeted a select number of PLC staff and advisors. Combining both theory and practice, training modules covered a number of themes, with a particular focus on analysing certain post-2007 decree laws.
The training programme also addressed legal research methodology, regulatory impact assessment, principles of good legislative drafting, and public and legislative policy making. Qualified national trainers delivered the training activity, including Professor Amin Dawwas, Dr. Ammar Dwaik, Mr. Fayez Bikeirat, and Mr. Mahmoud Alawneh.
In essence, the training course was designed to promote and provide capacity building to PLC committee rapporteurs, legal staff, and advisors in the fields of legal text analysis methodology, research skills, and legislative drafting. Training was also tailored to rejuvenate PLC staff functions as well as to develop professional capacity and skills. Accordingly, PLC committees and departments will be capable of carrying out assigned functions once the Palestinian national reconciliation effort materialises.
The training course was delivered over a period of eight days, from 13 to 25 March 2013. In the context of the Support to the Palestinian Legislative Council Secretariat project, the training is one in a series of activities implemented by the IoL in collaboration with the PLC Secretariat. The project is supported by the UNDP/PAPP and facilitated by the IoL.
